PRESIDENTIAL REMARKS

Dear NABOB Members and Friends,

2022 was a very successful year for NABOB and we saw tremendous growth within the key pillars of our organization: Revenue Generation Advocacy, Government Relations Advocacy, and Education & Talent Development.

NABOB generated millions of dollars in new advertising revenue for our members and also secured new partnerships and resources.

In partnership with the U.S. Black Chambers Inc. (USBC), NABOB successfully executed the 46th Annual NABOB Management Conference and amplified critical conversations addressing equality and equity for Black Owned Media Owners within advertising sales and policy.

Thank you to our members, partners, sponsors, and devoted advocates!

NABOB Awarded First Recipient of

GM Diverse Owned Incubator Fund

The National Association of Black Owned Broadcasters (NABOB) is the first recipient of the General Motors’ Diverse Owned Incubator Fund.

As part of General Motors’ “Road to Equity” efforts to become the most inclusive company in the world, the $50 million Diverse Owned Incubator Fund is an investment allocated over the next 10 years to support and scale diverse media and marketing companies.

The General Motors’ Diverse Owned Incubator Grant is designed to achieve three key goals for NABOB:

  • Increase the number of Black owned broadcasters by providing audiences with access to resources and basic knowledge needed to buy a commercial broadcast station.
  • Provide additional resources and education for NABOB members to develop digital sales operations and increase digital sales revenue.
  • Increase access for black and minority talent within media sales through the NABOB Telecommunications Education & Management Foundation (NABOB Foundation) in partnership with the Media Sales Institute (MSI).

To achieve these goals, NABOB announced the creation of two original video and audio podcast series scheduled to launch in 2023. General Motors will also partner with the NABOB Foundation at the 2023 Media Sales Institute (MSI).

Entertainment Journalist, Gia Peppers, uses the power of dynamic conversation to take audiences and special guests on a deep dive into issues impacting and inspiring the Black community.

Season 2 featured influential Black voices, including Valeisha Butterfield-Jones, Recording Academy co-president and Women in Entertainment Empowerment Network co-founder, hip-hop artist turned activist, Master P, and therapist and New York Times best-selling author, Nedra Tawwab.

Ad agency dentsu International and One Solution, the branded content division of Urban One, launched “More Than That with Gia Peppers” out of a desire to not only respond to the inequities in the advertising supply chain, but also to provide an opportunity for dentsu clients to leverage a new consumer engagement model — one that avoids the intrusiveness of traditional advertising by co-creating and supporting content people care about. FCC 2018 Quadrennial Review

The Federal Communications Commission (FCC) is required to conduct a review of its broadcast ownership policies every four years. The FCC has announced that comment on the 2022 Quadrennial Review will be due in March 2023. NABOB attributes the decline of radio station ownership by African Americans to the substantial consolidation of ownership in the broadcast industry that has been caused by the passage of the Telecommunications Act of 1996, previous Quadrennial Review proceedings, and the loss of the tax certificate policy. Therefore, NABOB opposes any further relaxation of the broadcast ownership rules.

Minority Tax Certificate

In 2022, Congressman G.K. Butterfield of North Carolina re-introduced H.R. 4871, the “Expanding Broadcast Opportunities Act of 2021,” to reinstate the tax certificate with a broader coverage. Under his bill, a seller could obtain a tax certificate if it sold its station to a company controlled by “socially disadvantaged individuals,” who are defined as “a woman or an individual who has been subjected to racial or ethnic prejudice or cultural bias because of the identity of the individual as a member of a group without regard to the individual qualities of the individual.” Senator Gary Peters of Illinois introduced a similar bill in the Senate. If passed, this bill could aid the Federal Communications Commission (FCC) significantly in increasing diversity in broadcast station ownership. Congressman Butterfield retired from Congress. NABOB is seeking a new sponsor for the tax certificate bill.
